As I picked it up, a quest prompted me to bring it back to its rightful owner. I completed the objectives at the Cairn and then searched left and right for the owner to no avail. Arvak's Skull has been riding around in my inventory for a while now. I thought I was supposed to find the soul who gave me the quest to return it to him, but I just read that he's supposed to appear when I pick up the skull. That means there's a bug. It adds a few of the stealth perks for good measure and the quiet casting perk for his abilities and spells.
